The British case with regard to tho Panama Canal Treaty is considered in somo quarters to have been weakened by the fineness of the distinction between acknowledging America's right financially to assist vessels using the canal and leaving tho other nations to do tho same, and tho vague assertion that other forms of 1 subsidising nro discriminatory; • The "Tribune," which usually reflects the official view, says that Britain, in admitting the right to subsidise coastal vessels, has retreated from her former contention that exemption from the tolls is an infraction of the treaty. The "New York Evening Post" 6ay3 the only straight and manly course, is to repeal a dubious and offensive clause, and thus escape from a domestic blunder. Otherwise arbitration is the only course.
