December 9, 9.20 p.m.) Washington, December 9. s A law which will be enforced on De--0 cember li compels all steamships, outward s bound from United States ports, to be 3 equipped with wireless telegraphy. Those 1 carrying fifty passengers over a distance r of two hundred miles will be forced to s carry two operators. Additional safej guards are to be provided in tho event of a wreck. A thousand steamers are affected.
