The clause provides machinery for the revision of the financial relations tween the Imperial and Irish Exchequers. Mr. Hope's amendment providing for tho revision of the financial relations if the Irish revenue exceeds the expenditure in one year was negatived. Mr. Samuel, Postmaster-General, gave notice of an amendment to enable the Irish Government to use any surplus revenue to reduce a deficit, and also to 6e'cure earlier revision. Mr. Balfour elicited the statement that if Great Britain imposed extra taxation for Imperial purposes Ireland would bear its share. A LISTLESS DEBATE. (Rec. The former was briefly discussed, but the latter was not discussed at all, but guillotined and passed. . An amendment by Sir Edward Carson, the Irish Unionist Leader,. to Clause 27, to secure .that the Judges should be appointed' by the King, was negatived. Sir Rufus Isaacs, Attorney-General, said the Government was prepared with an amendment to Clause 29 to enable the Exchequer Board in addition to the Lord Lieutenant and the Secretary of State to obtain a Privy Council decision as to whether any Irish legislation was ultra vires.
