A decree was recently issued by the Government of Uruguay providing for instruction in telegraphy of women to be employed in Government offices. Tho results have been satisfactory. The class in telegraphy, together with the organisation of tho college for tho higher education of women and several other proposals illustrates the earnost .efforta that are' being made by tho Government for tho advancement of women in Uruguay. Further encouragement is given, as officials have been instructed to employ women when possible—"Tho Living Church."
