MR. WILLIS'S REIGN.

By Telegraph—Press Association—Oojyrlebt (Heo; November 29, .10.35 p.m.) Sydney, November 29. Strong protests were mado in the Legislative Council to-day against tho Speaker of the Assembly, Mr. Willis, ignoring the authority of the President of the Council in connection with the payment of' the Parliamentary staff. The President declared that Mr. Willis was acting illegally in proceeding without his concurrence. Mr. Willis, in a statement handed to the press, expresses surprise at the Presidents displeasure and claims that ho has legal warrant for his action. The Speaker, he adds, had become an. automaton, but his installation- had brought tho "rubber-stamp regime" to an end. His reforms might not meet with the approval of persons dominated by envy, hatred and malice, hut they must prevail.
