Six amendments were discussed and 137 were not discussed/ The Opposition sharply criticised Clause 22 of the Bill, which established a Joint Exchequer Board. • Mr. Austen Chamberlain described the proposal as a constitutional revolution. Mr. Balfour 6aid- the Government were handing to the board powers to raise and diminish taxation outside of the Imperial Parliament's control. Mr. Samuel, Postmaster-General, replied that tho Imperial Parliament had power to over-rule the board. , Clauses 21 and 25 were carriod after the application of the closure.
