HOME RULE BILL.
RAPID PROGRESS. Br Toleßranfo—Press Association—CoDyrteht (Rec. November 29, 0.20 a.m.) London, November 28. Through the application of the guillotine on Clauses 15 to 21 of the Home Rule Bill, out of 189 lines only ten were discussed. Six amendments were discussed and 137 were not discussed/ The Opposition sharply criticised Clause 22 of the Bill, which established a Joint Exchequer Board. • Mr. Austen Chamberlain described the proposal as a constitutional revolution. Mr. Balfour 6aid- the Government were handing to the board powers to raise and diminish taxation outside of the Imperial Parliament's control. Mr. Samuel, Postmaster-General, replied that tho Imperial Parliament had power to over-rule the board. , Clauses 21 and 25 were carriod after the application of the closure.
