DISCUSSED BY LIBERAL FEDERATION. SPEECH BY MR. ASQUITHTHE NATIONALISTS AND TARIFF REFORM. By Telegraph—Pre S3 Association—Oopyrlffht (Rec. November 24, 5.5 p.m.) London, November.23. Mr. Asquith, speaking at the National Liberal Federation meeting at Nottingham, stated that' Home Rule was faring very well at Westminster, despite last week's' accidental momentary inverse causing the loss of much valuable time. Mr. Redmond declared iliat Homo Rule was on the eve of final victory. The Liberal party could count on the enthusiastic support of the Nationalists on the other great items of their programme. The Irish did not believe that tariff reform would benefit Ireland, and were unitedly opposed to any projects that would increase the oost of the people's food. Mr. Asquith declared that the presenco of the Nationalist leader for tho first time on the National, Liberal 1 Federation platform was a distinct step in the progress of good relations between the two countries. Tho amendment to the Home Rule Bill, of which Mr.' Samuel, Postmaster-General, has given, notice, deprives the Irish Parliament of power to vary, exe'opt by way of increasing, Imperial taxes. A Select Committee has been appointed to report on Mr. Samuel's clause without a division. ■ \
