November 22, 11.5' p.m.) Washington, November 22. 1 The Inter-Stato Commerce Commission has decided to withdraw its ruling restraining foreign shipping from carrying material from United States ports to tho Canal Zone from Porto Rico and elsewhere, as the discovery has been made that the ruling would delay the completion of the canal by a year.
