!PWO OUTBREAKS YESTERDAY. At 8.5 p.m. yesterday the City Fire Brigade was called to quell an outbreak of fire in a houso at 100 Webb Street, occupied by Mr. E. J. Follett, and owned by Mr. Biggs, of 5 Evelyn Place.
