PECULIAR RAILWAY APPEAL CASE. (By Telegraph.—Press Association.) Invercargill, November 20. Tho Railway Appeal Board was engaged to-day hearing the appeal of Edward Dobbie, stationmaster at Invercargill, against the decision of T. W. Brobner, District Traffio Manager, that ho was not suitable for a next grade stationmaster or clerk, .thus blocking his promotion. It appeared that Brebner received a confidential telegram from? the 'General Manager asking if ho could recommend Dobbie for the position of stationmaster nnd goods agent at Lyttrltou. Brebner showed the telegram to Dobbie, aud sent a reply recommending him for tho position. Later, Brebner enmo to the conclusion that ho had made a mistake, and telegraphed withdrawing his recommendation. Dobbie found that he did not got the expected appointment, nnd on making inquiry, Brebner told him that in his annual review of tho staff he had not recommended him for promotion. It was ultimately agreed between the parties at the inquiry that the position had arisen through mistakes and misunderstandings, and that, no allegations against Dobbie hod been proved. The board lien agreed that Dobbie had been deprived of an opportunity of promotion on somewhat unsatisfactory grounds, and recommended that the earliest occasion be taken of considering his eligibility for a better position.
