SOUTH AFRICA AND THE NAVY.
CONTRIBUTION INADEQUATE. By Telegraph—Press Association—Copyright (Rec. November 20, 0.25 a.m.) Cape Town, November 20. Sir Thomas Smartt, in his presidential address at .the Unionist Congress,, urged that South Africa should be placed alongside Canada, Australia, New Zealand, and the Malay States in the naval obligations of the ,Empire. Tho Congress passed a resolution to the effect that South Africa's contribution was inadequate, but did not support proposals to establish a South African Navy.
