An extraordinary prooeeding took place in the Legislative Assembly yesterday by direction of the Speaker, Mr. Willis. The member for Richmond, Mr. John Perry, after having been called to order several times on' the ground that he was not confining himself to the question under discussion, turned and left the Chamber. Mr. Willis then ordered . his removal, and the Sergeant-at-Arms retired with a | suppositious member.
