NEW SOUTH WALES BILL. *y Teleerasn—Press AssoclaHon-Oopyrtelit Sydriey, November 8, 'A Bill -legalisLng tho totalisator has been introduced' in tho Legislative Assembly by Mr. Levien, who was chairman of tho recent Totalisator Commission. The Bill provides for.tho granting of ' totalisator licenses by any recognised racing club for a period of twelve months, at a fee.of ,£1 for every day a license is issued, the olubs to Tetam 10 por cent, of tho moneys paid into the machine. Within a fortnight the clubs taust pav half the commission deducted to the Colonial Treasurer; tho remaining naif to-be'expended- on prizes and tho upkeep of tho course. ■ Proprietary clubs using their own •ourses need spend only a quarter of the ieductions in prizes and upkeep. _ AU moneys after the commission is deBucted are to be paid in dividends. A clause provides that racing clubs phall use.all means to, prevent book- ' makers from plying tlfeir calling on. tho blubs* courses. The sailing of a totalisator ticket to a minor, or the purchasing of a ticket for a minor, is to be punishable by fine or imprisonment. ' ... The Bill prohibits anyone from receiving from another money to invest, and also prohibits anyoiio from acting as totalisa**riagent on commission.
