Mr.' Balfour, in supporting Mr. Newman's amendment to apply proportional ': representation to tho Irish House of Commons, argued that if it was adopted the Government Would not be bound to follow the precedent in England. The Govern>ment declined to accept the,amendment on the ground that the Bill enabled the Irish Parliament after three years to adopt tho principle if it cliose. Mr. Birrell said it would be unwise to force a complicated System on Ireland, where there were more illiterate, electors than elsewhere. The amendment was rejected by 205 votes to 102.
