BIRRELL'S AMENDMENT , CARRIED. ?*B» TelesraDh-rress ABaoolation-aonyrlßlil London, October 81. i ~Tho Chief Secretary for Ireland (Mr. A. jßirrell) has moved an amendment regarding the clause dealing with tlio Senate on the lines mentioned in yesterday's mesThe Leader of tho Opposition (Mr. SBonar Law) twitted the Prime Minister (Mr. Asquitb) with only making up his blind on an entirely new Constitution on tho morning of tho day on which ho announced the change. If tho whole Senate, declared Mr. Bonar Law, voted with tho Irish Unionists at a joint sitting, thero would still be « majority of eighty or ninety against the latter. Therefor* it was a mere pretonco to say that the minority were safeguarded. Mr. Birrell's amendment vaa carried by 898 t0.209. SPEECH BY LORD SBLBORNB. (Reo, November. 1, 10 p.m.) „ London, October 81. 1 Lord Selborne, speaking at Basingstoke, protested against the tyranny of the Home Rule policy. A referendum was the only cure for log-rolling.
