HARBOUR BOARD ELECTIONS.
AN AMENDING BILL. . With a view to. lihe elections of harbour, boards next April, a Bill has been introduced in, the House of amending the principal Act of 1910. This, measure will .necessarily tovo: to : bs, passed: before Parliament, is. prorogued., Ihe. pnn- ; . oipal proposal deals, with, the, representa-.. tion of boroughs aid town dismctsr. -for which no specific provision is ; made'in;:tho constitution of boards by the first schedule* of the 1910' Act. It' is. the reference to any county, in the schedule shall include any borough and ..any town district situated within.the boundaries of ihe county, a'lid.ahy borough or 'fawn district contiguous to tho county which ..is declared by the Governor to bo-included in tho county for the purposes, of harbour; elections. Another clause provides ..that of. the threo members aiOw elected to the Otago Harbour Board by tho combined boroughs of Port Chalmers and West Harbour, - two shall be elected by Port Chalmers and oiio by AVest Harijqur. The Bill provides for the use of rolls prepared for local authority election's at the harbour board elections. There is a clause providing that "the owner or master, of a, ship shall not bo exempt from liability for.any loss or damago occasioned by the; fault or Want' of capacity of a pilot' by" reason of. the faot that tlie oniployhiont of tho pilot was compulsory."
