FISHERIES BILL.
The Fisheries.Amendment Bill introdnc- , ed in the House of Representatives yesterday, provides that every vessel of 25 tons register and, upwards engaged in whaling.shall be licensed. Tlie fee is fixed at £3 or £5, according; to . tonnage. Whale factories are to bo -licensed, but are not to be permitted n'ithiu 50 miles of the site of another such factory. A penalty of J3IOO is provided in the case of factories being established without a license. Factories arc not to be permitted in proximity to aiiy inhabited place if they are a nuisance or a menace to health, ami tliey must be capable of converting any-whale into commercial products within 48 houM. There is a penalty for pollution of streams and , harbours. A heavy penalty is provided in another clause for unlawfully removing oysters planted, by th-o Department on any oyster bed without the authority of the Minister. There is,also a,clause permitting any person by authority to construct- and maintain "ponds for breeding and rearing trout for sale. . :
