ANOTHER CLAUSE PAiSSED.
AMENDMENT DEFEATED.

Tho House of Commons yesterday was engaged on Clause VII of tho Home Rule Bill, which provides:— The Lord Lieutenant shall give or withhold the assent of his Majesty to Bills passed by the two Houses of tlio Irish Parliament, subject to the following limitations, namely—(l) He shall comply with any instructions given by his Majesty in respect of any such Bill; and (2) Ho shall, if k> directed by his Majesty, postpone gi\ing the assent of his Majesty to ony such Bill presented to him for assent for such period as his Majesty mnj direct. The clause was adopted afteT the rejection of an amendment intending to compel the Lord Lieutenant to apply to his Majesty for instructions, regarding every Bill passed by the Irish Parliament.
