Lonsdale, Unionist member for Mid-Armagh, said tlmt if tho Government, really trusted the Irish, why reserve the control of tho constabutary for six years?
Mr. Birtell, Chief Secretary for Ireland,, said it would be cruel and unfair to saddle tho now Government with tho organisation of a great body liko tho constabulary. It would also bo harsh to tho constabulary to hand them over sud,denly to new masters.
Mr. Balfour, after Mr. Birroll'a explanation, asked: Was tho Government really giving Homo Rulo to, say, an Irish Parliament that would bo imnblo to can-y out its duties for six'years? It was illogical, and tho wholo measure was an extraordinary piece of legislative insanity.
IIOEE CLAUSES PASSED. (Bee. October 30, 1 a.m.) London, October 29. The Government is prepared to apply the principle of proportional representation to tho elections of tho Irish Senate after tho latter, in the first instance, has been nominated by tho Lord-Lieutenant.
In the House of Commons, Clauses 5 and 6 of tho Homo Rulo Bill have been passed under the guillotine _~.
The Unionists declared 1 that the Nationalists accepted tho postponement of the control of the constabulary for six years, as provided in the Bill, hoping: that tho Imperial Government would coerce Ulster.
: Mr. Birrell, Chief Secretary for Ireland, 6aid the military aspect of the force would gradually disappear. Ho hoped at tho end of the , sexennium the Government could reduce it and then transfer it aa a police forco.
