Sir Edward Grey, Secretary .of State for Foreign Affairs, in a speech nt Glasgow, advocated proportional representation. Ho declared that large electorates were not a security against corruption. While in Canada every person whose opinion ho valued agreed that the franchise had been made too cheap in Canada and the United States. A wide franchise, and majority representation meant the rule of a plutocracy.
