October 2i, 10 p.m.) London, October 24. ; Mr. Astor (Unionist) moved an, amendment with the object of preventing the Irish , Parliament legislating to deprivo people of their liberty without due legal process. The Premier objected to the limitation, which he said would enthrone the judiciary in the ultimate tribunal, tho very i problem which was now being discussed in the United States—whether it wns safe for the, Legislature of a democratic community to work under tho fetters of a body not responsible to the public. The words were not found in the Constitution of any of the Dominions. Mr. Bonar Law recalled tho fact that Mr. Asquith voted in favour of a similar amendment in 1893. MY. Astor's amendment was defeated by E99 votes to 197. . Clause three was guillotined, shutting eut fifty-two amendments.
