Monk, Canadian Minister for Public Works, in consequence of the Bordon Government's naval policy, is reported to be imminent. Ho demands that the question of an emergency contribution by Canada to tho Imperial Navy bo submitted to a plebiscite before being adopted by the Government. MR, CHURCHILL'S TOUR ABANDONED, i Ottawa, October 18. Mr. AVinston Churchill, First Lord of tho British Admiralty, has abandoned his proposed Canadian visit. Tho press unfavourably regarded the proposal that lie should bo present during the settlement of the queslion of Canadian naval policy.
