Licenses for plumbers, to., ha,. effective throughout the Dominion, are' proposed in the Plumbers' Registration Bill, which was rend a second time, pro tor.ron, in the House of Representaives '" on 'Wednesday afternoon, and referred to the Laiiour bills Committee, The Governor is to appoint a Plumbers' Board of New Zealand, constituted as follows: —The Chief Health Officer; the In-spector-Geiioral of .Schools, a pefson holdill? the position of c»ginEer ; to a borough council or a draiuage board. a master plumber,.a journeyman plitlnher; and four persons nominated by the four advisory comniitlees constituted under the provisions of tlie measure'. Bach .member of the board is to hold oGice for three years. In Auckland, Wellington, Christehurch, and Dunedin, a plumbers' advisory committee is to be set. up, the members being appointed by the Governor as follows:A person holding the position''of engineer to a borough council or a drainage board, a district health officer,-a director of a technical school, a' master plumber, and a journeyman plumber. Plumbers already licensed are to be registered if !ney apply within tbrca months from the commencement of the Act, and afterwards admission to the register will be obtained by passing a practical and theoretical examination in plumbing. It is proposed tii(it 110 registered master or journeyman shall be required to pass any examination or pay any license fee under any local authority's or draingae board's by-law. Fees are to l>e prescribed by regulations, but are not to oxcccd five shillings for registration or one pound for examination. The principal function of the advisory committees is to investigate faulty, negligent, or unlawful workmanship i>y any registered plumber reported by any locai authority, dl'ainaje' board or distrifct health officer, or otherwb.o brought under its notice.
