The Harbour Board held a special meet, ins this morning to discuss the fcmpowerfti" Bill, the upshot lieing that there is apparently no liqpo of the measure going anv further- this session. The discussion chiefly centred,on tho question whether tic Bill should.bo introduced next session in its present form, or whether the rating area should bo reduced to include only tho town and suburbs, and a measure put through before tlw present session closes.
