WARD POLICY CRITICISED. SPLITTING UP OF CHINA UNIT RECALLED, AUSTRALIAN MINISTER'S VIEW. By Telenrapli—Press Association—Copyright (Rec. October 11, 9.35 p.m.) Melbourne, October 14. Senator Pearce, Commonwealth Minister for Defence, in replying to Sir Joseph Sard's recent statement regarding his view that there should 1 bo one Navy under Imperial control, quotes Sir Joseph Ward's proposal in 1909 to Mr. Reginald M'Kenna, then First Lord of the Admiralty, as contained in the reports of the Imperial Conferences. Sir Joseph Ward said: "I, however, consider it desirablo that a portion of the China-Pacific unit should remain in New Zealand waters, and suggest that two of the new Bristol cruisers, three destroyers, and two submarines should be detached from the China station in time of peace, and stationed in New Zealand waters; these to be under the flag of the Admiral of the China unit. The flagship should also make periodical visits to New Zealand, and there should be an interchange of services of cruisers between. New Zealand and China, under conditions to be laid down."
Senator Pearce concludes: "If that is not a proposal to take the control of the China-Pacific unit out of the hands of the Admiralty, I would like to know what
