PUBLIC SERVICE BILL IN THE COUNCIL.

The Legislative Council Bill took the same step in. its. career after a brief passage, between ,Mr.. (J. Witty, one of tho Opposition leaders, and the Prime Minister.' ■' Just before 8.30 p.m. the Hon. James Allen rose to move the second leading of the Defcnco Amendment Bill. In doing so he asked members to treat the;Bill ns a non-party measure. The" Minister spoke for an hour in explanation of his / Bill, and was listened to with close attention by the House.
