Aclaud, Parliamentary Under-Secretary for Foreign Affairs, replying to a question in tho House of Commons, said tho Government was opposed to the loan for China that was being raised in .London by-.Messrs. Birch and Crisp, as China ■ wag hot free to borrow while negotiating with tho SixPowors Syndicate. Britain was under an honourable obligation to oppose an outside loan. China, also,' liq added, could not give adequate guarantees for the proper expenditure of a loan.
