Despite tho wink of the trade unions there was a bigger gulf between tho man on top and tho men at tho bottom than waa the case twelve or twenty years ago. Tho Parliamentary machinery was bad, and it was necessary to decentralise Parliament authority eo as to give the municipalities more power to nationalise industries.
