Hopes of peace aro waning, although tho mobilisation will mean a sevcro internal crisis in Bulgaria and Servia. Tho "Neue Freio Presso's" Belgrade correspondent reports that the Powers have induced the Balkan States to withhold a collectivo Memorandum on tho ground that it would be equivalent to a declaration of war, which is needless, inasmuch as tho Great Powers are at ono with the Balkans in seeking to secure reforms in Macedonia and Albania.
