The House of Representatives has passed a clause in tho Navigation Bill dealing with crimping. The clause limits the engagement of seamen to the Superintendent of Navigation, the seamen's inspector, the owner, master, mate, or engineer of the vessel. Members of both sides of tho House favoured strong measures to prohibit tho evil, which is alleged to be rampant in Sydney and Melbourne, while it exists to a scandalous extent in Newcastle.
