MR, TAFT ON TREATY RIGHTS. By Telegraph—Ptoss Association-Coiwright (Rec. September 28, 0.10 a.m.) New York, September 27. The President, Mr. Taft, speaking with reference to the Panama Canal, informed "Tho Times" correspondent that it was unfair to'charge i» ; man with favouring the dishonouring of 1 a treaty when he asserts that his Government never, entered into the obligations alleged. Mr. Taft points out that in his' Message to Congress of December 21, 1911, he gave notice of the construction he attached to the terms of the Hay-Pauncefote Treaty.

In his Message to Congress of December 21 last Sir. Taft repeated his previously made proposal to remit the Canal dues in favour of American shipping, 011 the ground that such remission would be tantamount to a Government subsidy, and could not, therefore, be held to be discrimination in the use of the Canal. The President added that such a policy should onlv be temporary, as American trade ought eventually to assume its share of tho expense.
