The Ulster Unionist Council is circulating halt n million covenant forms, including a parchment certfilcate bearing a blood-red hand, and the statement that Ulster is determined in its preservation. Smith, M.P.'s, received a tremendous tfvation at I'ortadowh. WAR OFFICE ACTION; EVERYTHING IN READINESS FOR MOBILISATION. The War Office liavo taken steps to prepare for rapid' mobilisation of the army in Ulster in case of certain eventualities (says the 'Tiolfast Evening Telegraph") of August 16). Stands of arms and ammunition are kept at military barracks, and documents to be posted to men of the Reserve recalling them to colours are rrady to bo immediately dispatched, should 'circumstances arise sufficiently serious to warrant it. \ The paper also states that the Army contractors have received a communication from the authorities, asking to bo informed of the largest quantities Of goods they would be. prepared to supply per day in addition to the normal quantity in tho event of mobilisation taking place, and for how long the abnormal sunnly could be maintained. I'll 3 officers of the Irish militia regiments arc stated to have received instructions not- to take part in the drilling operations in connection with-the Unionist clubs.
