LORD HALDANE'S REFORMS. By Teieeraph—Press Association—Otfpyriehl London, September 25. Lord Haldane, Lord Chancellor, received the freedom of the City of Dunbar. In a speech ho said three links of Empire were the Committee on Imperial Defence, affeption to the Crown, and tho Judicial Committee of the Privy Council. He hoped to .Still further develop the Committee's importance. Without meddling in the affairs of the Dominions, the Government hoped to provide a unique, remarkable tribunal, unlike any in the World.
