Lord Roberts, in a speech at Norwich, said the Navy must be considerably increased, and the Army made sufficient in numbers and efficiency to free tho Navy from the necessity of being tied to the shores of Great Britain. Compulsory (raining was the only chance tho British people had of holding their own against highly-trained foreigners, and tho oniy system fair to rich and poor alike. Tho recent naval manoeuvres had shown clearly that it was possible for transports to elude a defending fleet and land troops.
