A Gazette notice to mariners announces that in connection with manoeuvres or in the event of strained relation's between Britain and some other naval Power, veseels may be appointed to examine ships enteriug certain ports. The establishment of an Examination Service is never advertised, but whenever relations are known to bo in a state of tension a sharp look-out must bo kept for the examination steamer. Seamen declare that this is the first notice of the kind issued here, and that it indicates the laying of minefields. Ono master says it is the first breath of the war storm gathering in the North Sea. Another says vessels of a certain nationality running to Australia have a .reserve of coal to carry them a few weeks further than their journey. It is stated that 1 extended leave has been cancelled in the British Navy forone year. ...
