PRISONS AMENDMENT BILL. The Prisons Amendment Bill 'was read a third time, and passed without' discussion. .; ■■■ ..'_,.,- ■ GOLD DUTY AMENDMENT. During the discussion on the second reading of the Gold Duty Amendment Bill,- whieh-. provides that jewellers' eweepings should be exempt from , 'an export duty, The Hon. S. T. GEORGE gave it as his opinion that they would find that wlieiithe Bill became law the amount of sweepings from jewellers, or • some of them; would increase very largely.. The regulations would'have, to, be made very strictly, and with very great care; •• A voice: The sweepings are sent now. ihe.Hon. S. T. .George: Yes,,and most of the stolen gold goes that woy. The second reading was agreed to. WAIHOU AND OHINEMURI RIVERS. ■The Hon.- H. D. BELL stated, in moving the second reading of the Agricultural and Pastoral Societies' Amendment Bill, , that-the principal object of the Bill wasi to.allow A ,■ and P. societies to lease their lands under, the ..Public Bodies Loans Act: At present-, ho explained, they wore;cdriuned to a power of. leasing.for 21 years. ' . , The second reading wa3 agreed to after a short, discussion; .' . . LAND-AND INCOME ASSESSMENT. The Hon. H. D. BELL moved the second reading of tho Land and Income Asf>essment','Ame'ndnient Bill, which was explained in detail when it was introduced an the House of Representatives'. .After'the Leader of the Council had explained the measure fully, further consideration of the.Bill.was postponed, the debate Being adjourned on the motion of the Hon.
