Vice-Admiral Germinet, of tho French Navy, in an interview a few days ago, said that tho scheme for tho concentration of the French Navy in the Mediterranean was a good strategic move, and was in accordance with France's role under tho Entente. To protect France, both countries would probably regard tho Straits of Dover as territorial waters and forbid tho passage of neutral vessels.
