The mineral output for 1911 is valued at .£4",679,291, an increaso of over four millions, on the figures for tho previous year. The Chambers of Congress at Maritzburg have carried a resolution by 40 votes to four agaihst the Industries Commission's recommendation ' for increased' duties. . ■ General Sir Reginald Hart, Commander-in-Chief in South Africa, states that the conference between General Smuts, Minister for Defence, and the military authorities has drafted a defence scheme, which will be satisfactory' in a few years, and involve only a small expenditure.,, NEW MAIL CONTRACT. (Rec. September 20, 0.55 a.m.) London, September ID. Reuter's correspondent reports that the South African mail contract provides for a subsidy of £171,000 and a voyage of sixteen days fifteen hours from England to the Cape, reducible to sixteen days by the payment of an additional .£19,000. The Admiralty is to be at liberty to hire or purchase the fleet. ,
