.GENERAL CONCESSIONS. ENGLISH ADVISERS TO BE ENGAGED. By Telegraph-Press Association-Copyright (Rec. September 17, 11.30 p.m.) Constantinople, September 17. The Cabinet ha* suppressed the stale of seigo in Constantinople, and has extended to all parts of the Umpire the concessions granted to the Albanian.--, except the condition as regards local military service, which is considered impracticable, owing to strategic requirements. The Government has nlso decided to engage six English ndviscrs for the Departments of Public Safely, Police, Posts and Telegraphs, and Statistics. Advisers belonging to other nationalities will be engaged for other Departments. A sum of .£15,000 has been voted to compensate the relatives of the victims of the Kcchana massacre, and ,£20,000 to initiato the reforms in Albania. FIGHTING ON MONTENEGRIN FRONTIER. . Cetinje, September 1C 1 Severe fighting has occurred on. the I frontier between the Malissori tribesmen and the Turks. l Some shells, from a Turkish battery at Vranja fell in Montenegrin territory.
