ME. CHURCHILL'S SPEECH
CRITICISED.

The "Daily News" (Liberal) snys Mr. Churchill, in his proposals for Federal Homo Rule in the United Kingdom, confuses the demand for Home Rule, which is based on a recognition of nationality, with the necessity for a reformed local Government. : Tho "Daily Chronicle" (Liberal) thinks the speech infelicitous as it provides argument for the separate treatment of Ulster under the Home Rule Bill.
The "Westminster Gazette" (Liberal) .is startled, at the idea of Lancashire and Yorkshire hnvinsf separate Parliaments. Mr. Churchill's speech, it says, will draw attention to thoifedcral' question;! everi-if' , his suggestions 1 are of doubtful practicability. . ' . ■The "Pall Mall Gazelte" (Conservative) says: "Mr: Churchill, would give Lancashire and Yorkshire separate Par-
liaments owing . to' their differing standpoints, yet would force Ulster into the arms of an Ireland differing from her in race, religion , , and economic progress.
NOT FOR TO-DAY OR TO-MORKOW. I (Rec.. September 15, 5.5 p.m.) * London, September 14. Mr. Herbert Samuel, Postmaster-Gen-eral, in a speech at West Hartlepool, said Mr. Churchill's devolution proposals for England were not for to-day nor to-mor-row, but for consideration with a view to.the future.
