Mr. Pelletier, the Canadian PostmasterGeneral, is not satisfied with tho reductions in tho Atlantic cable rates announced a fow days ago, and intends to consult Australia and New Zcalnnd with a view to securing a still lower Transatlantic Talc. Sir John Hcnniker Heaton's proposed penny-u-wonl rate throughout the world he regards as impracticable at present.
