Heater's agency states (hat tho Chinese loon agreement with tho London financiers includes provision for tho establishment of a commercial bank, with a. capital of ,£2,000,000, of which half will bo provided from tho loan. Tho head oliico will bo in London, but half tho board will be Chinese.
