The Government was caught napping yesterday on Dr. Arthur's motion that the "Herald," in commenting on the expulsion'of the reporters by the Speaker, had committed a. breach of privilege, and fell into a trap set by the Opposition, being defeated by 72 votes to 3. The debate was farcical, and was treated by members a3 a huge joke. Mr. M'Uowen was badly angered at being trapped. . The Speaker took revenge by ruling that the division was frivolous, thereby limiting the entry on the records to a bare mention of the defeat of the motion.

: MR, NEILSEN'S APPOINTMENT, Sydney, September 4. The censure motion on the Government for its offer of an appointment to Mr. Neilsen, an ex-Minister and a member of tho Assembly, as Trade Commissioner, was defeated by 44 -votes to 40.
