CANAL DIFFICULTY.
A DELICATE SITUATION.

It is expected that President Tuft .will postpone decision regarding the British demand for arbitration on tho Panama Canal question until Mr. Knox, the Unit-, ed States Secretary for State, returns from Japan. Mr. Taffs friends admit that an extremely delicate situation will ariso if he refuses to agree to arbitration. On the other hand, it is pointed out that the Hnited States can hardly bo expected to •submit the case to The Hague, where all the nations' interests are opposed to those of America. Mr. Taft has caused it to bo understood that he signed tho Canal Bill reluctantly, hoping the work of erecting necessary legislative machinery could proceed, while leaving Congress to revise that part of the Bill on which Britain presses her demand. • Mr. Taft. it is understood,, will propose that an arbitration court composed ' of British and Americans be set up.
GERMAN JURISTS PROTEST. . (Rec. September 5, 0.40 a.m.) Berlin, September 4. Dr. Kaufmann, Professor of Interna-tiona-l Law in Berlin University, in articles in the "Berliner Tagblatt?' says that fill seafaring nations should unitedly and emphatically call attention to the incompatibility of the Panama Canal Bill with tho Hay-Pauncefote Treaty. September 5, 11.20 p.m.) London; September 4. • It Is stated that the announcement of oreat Britain's determination to refer'the Panama Canal question to The Hague Tribunal is premature.
