REDUCTION BY CONSENT. By Tdeeraph—Press Association—Copyriehk London, September 1. Mr. Pelletier, Postmaster-General for Canada, interviewed at Liverpool, said that. Mr. Herbert- Samuel, PostmasterGeneral.for England, by virtue of his powers under the landing license , , had pressed the cable companies to reduce their cable rates between Canada and Great Britain by consent instead of by Ministerial decree. Canada was not bound to accept as the last word the impending reduction of tho Western Union Telegraph Company's deferred rates. He added: "Our liberty of action remains unimpaired, because we must consult witli our sister, overseas Dominions, with, whom wo desire to act in union, about the future course of events."
