LEAVE OF ABSENCE. The House met at 2.30 p.m. Ono month's leave of absence was granted to the Hon. J. A. Millar. AN EXPLANATION. Dr. A. K. -NEWMAN (Wellington East) made a personal-explanation < regarding his statement that tho Hon. R. M'Nab had received Xsoo\for historical . research work. Ho had since mad© inquiries aud discovered that the money had not beon 'received by Mr. M'Nab, but was being paid for the publication of his took, comprising tho result of his researches. He had never had any desire to cast any rellcctlon upon Mr. M'Nab. EDUCATION COMMISSION. Mr. T. K. SIDEY (Dunediii South) asked tho Minister for Finance when he proposed to submit to the House the evidence taken by The , Education Commis- " The Hon. JAMES ALLEN (Minister for Education) said.he would do so as soon as he received it from the Printing Office. In reply to another question, hu said it was his intention to submit the report* to the Education Committee. THE HUTT ROAD. Mr. T. M. WILFORD (Hutt) asked tho Hon. W. H. Hemes whether the Commission appointed to deal with the Ilutt Road work, and to assess the contribution of local bodies, would be supplied with full particulars of that expenditure. Tho particulars most needed were tho details of money spent on tho railway reclamation and of the money alleged to have been spent on the rend itself. Mr. W. 11. D. BELL (Wollington Suburbs) said it was exceedingly desirable that the Commissioner, who was to assess tho amounts the local bodies .had to provide, and the local bodies themselves ought to be supplied with tho fullest possible particulars. The Hon. W. H.' HEERIES (Minister for 'Railways) said that the honourable member must give notice of his Question in tho ordinary, way. LOCAL BILLS. DUNBDIN DRAINAGE: Mr. T. K. SIDEY (Dunerlin South) moved the second reading of the Dunedin District Drainage and Sewerage. Acts Amendment Bill. He said that the main object of the Bill was to givo to the Dunediii Drainage Board power to borirow an additional ,£IOO,OOO, with, which to complete the work of providing for tho drainage of storm-water. Although tho Bill provided for additional borrowing powers, no extra rating powers were asked for. It was asked also that the board should have power to dispose its own sinking funds. The Hon. W. F. MiSSEY (Prime Minister) said that the matter of allowing local bodies this last privilege was at present under tho consideration of thoGovernment, and in all probability a Bill would bo placed upon tho Statute Book this session. But the Act, if passed, would not apply to past loans, and it would not apply to the sinking funds of loans from the State. Tho second reading was carried. MOKAU HARBOUR.. Miv C. K. WILSON (Taiimarnnui) moved the second reading of the Mokau Harbour Board Empowering Bill. Hβ explained that the object of tho Bill,was to give the board power to raiso ,£IOOO for the purposo of rebuilding tho wharf at the harbour. Tho Bill was read a second time.
