Britain has filed a Note with the State Department reaffirming its protests against the Panama Canal Bill, and stating that if a satisfactory agreement cannot bo reached, Britain will appeal to Tho Haguo Court. RECOURSE TO ARBITRATION. (Eμ. August 29, 11.30 p.m.) London, August 20. The Washington correspondent of "The Times" says tho British Charge d'Afi'aires is renewing representations with regard to> the canal rates. It is declared that these representations will, probably be followed by a reasoned protest when the text of the Act is examined in London. If the difference is unsettled diplomatically, Great Britain will then demand arbitration. \ AN ESSAY IN HAIR-SPLITTING. (Kec. August 30,. 0.10 a:m.) London, August 30. Tho "Standard" says that acrimony and party strife partly account for tho American denunciation of Mr. Taft's extraordinary essay in hair-splitting in connection with the Panama Canal Bill, but underneath such criticism wo may mv sonably suspect an uneasy conviction that the country is being let in for an extremely inconvenient dispute in which its opponent holds all the strong cards.
