4 _ ANOTHER PALL IN BRITAIN, By Telegraph-Press Association-OopyriKht (Eec. August 27, 9.35 p.m.) London, August 27. The birth-rate in England and Wales for tho quarter ended Juno 30 was 3.7 per 1000 of the total population below tho average rate for the ten preceding second quarters, and was the lowest on record for nny second quarter. Tho death-rate was 1.7 per 1000 of tho total population lielow the average for tho abovo periods, and was also the lowest on record.
