—4 A NEW PARTY FORMED. By Telesraph-Prcss Association-Conyriekt 'Peking, August 26. Dr. Sun Tat Sen has inaugurated an amalgamation of the Tung Men Hui party with other parties. The now party will be called "Kuoming-teng," or Nationalists. It will comprise two-thirds of the Advisory Council. The Government has adopted Dr. Sun Yat Sen'vS proposal to construct a network of railways within the next ten years.
