In the Legislative Council yesterday the debate on.the Bill which proposes bo reform tho constitution of the Council was continued. The speakers were tho Hons. J. T. Paul, Sir W. J. Stoivard, C. Loujseon, E. A, Lougbnan, nnd J. E. Jonkin6on. i The Honso of Representatives met yesterday a quarter of an hour later than usual, many of the members at -2.30 p.m. being still in attendance at the luncheon party given by the Hon. T. Mackenzie. Soon after tho House assembled, Mr. Speaker formally denied the corr«tness of a paragraph published in the. "Southland Daily News" ou August 19, and slating that tho Speaker had put on reccid Mr. Macalister's reply to a statement by tho Hon. F. M. B. Fisher about a monopoly of Crown legal work in Invercargill, and had expressed regret at the Min's■ter's making the statement. The Speaker announced that he had received the resignation. of tho Hon. T. Mackenzie as member for Egmont. On the motion of the Prime Minister, the Ilonso directed tho,Speaker to issue a warrnnt authorising the Clerk of the Writs to i?s>29 c writ forthwith for the Egmont byelection. . Tho debate on the Budget was Tesnmed in the afternoon and brought to a conclusion early this morning with a speech by the. Prime Minister, who rose to at 12.30 a.m., the House rising at 1.35 - a.m.. ■
